The Economic Regulation Authority has published the 2011 operational audit and asset management system review report for Busselton Water Board’s (Busselton Water) water services licence.

 

The post-audit implementation plan and post-review implementation plan are included in the audit and review report.


The Authority is concerned about the asset management system process deficiencies disclosed in the report. Of particular concern is the lack of detailed contingency planning for the physical water supply assets and that contingency plans have not been tested. In the event of an incident this could impact on service supply and reliability. The Authority is also concerned that there is no formal condition assessment program for all assets which may impact on the effectiveness of the asset maintenance program over time.

 

The Authority requires Busselton Water to provide the Authority with a report on the progress it has made towards addressing the actions in the post-review implementation plan, by 15 July 2012. Subject to receiving a satisfactory report, the Authority has decided to maintain the period of time until the next asset management system review of Busselton Water’s water services licence at 24 months. This decision will be revisited when Busselton Water has provided the progress report to the Authority.

 

With regard to the operational audit, the Authority has decided to maintain the period of time until the next operational audit of Busselton Water’s water services licence at 24 months.
